The document argues that developing countries and Global South stakeholders should participate not only in consultations, but also in decision-making, financing, and capacity-building processes linked to AI governance.
The submission also calls for stronger coordination between existing international initiatives and institutions working on AI governance, digital cooperation, and internet governance.
Among the priorities identified are safe and trustworthy AI systems, transparency and accountability measures, interoperability between governance approaches, and protections for human rights and democratic processes.
The document additionally supports the development of clear international “red lines” for harmful AI uses, including manipulative systems and social scoring practices.
According to the submission, AI governance frameworks should include stronger auditability, traceability, and independent oversight mechanisms rather than relying mainly on voluntary commitments from technology companies.
