ICANN’s GNSO has opened a 40-day public comment period on an initial report proposing new obligations for registrars to investigate domains associated with actionable evidence of DNS abuse.

The Generic Names Supporting Organization (GNSO) of the Internet Corporation for Assigned Names and Numbers (ICANN) is seeking public input on the initial report of the DNS Abuse Mitigation Policy Development Process (PDP) 1.

The report focuses on associated domain checks. Under the proposed approach, registrars would be required to investigate other domains linked to a customer or registrant when at least one domain is found to be involved in DNS abuse, based on actionable evidence.

The initial report contains eight preliminary recommendations and five implementation guidelines. The Working Group has also conducted impact assessments covering human rights, the global public interest, data privacy and the potential effects on existing ICANN consensus policies.

The public comment period will remain open for 40 days. ICANN is using a guided submission form that allows stakeholders to provide feedback on individual recommendations and implementation guidelines, while also submitting an overall assessment of the report.

Following the consultation, GNSO staff will prepare a summary of the comments received. The DNS Abuse Mitigation PDP 1 Working Group will then review and analyse the feedback, with this work scheduled to begin at ICANN87 in Bali.

The PDP 1 Working Group was established in January 2026 after the GNSO Council decided to launch two policy development processes on DNS abuse mitigation. The first focuses on associated domain checks, while a second process concerning safeguards for large-scale access to domain registration data for new customers is expected to be initiated at a later stage.
