The European Commission is seeking feedback on barriers to international data flows, strategic dependencies and risks involving access to sensitive European data.

European Commission opens consultation on EU data sovereignty

The European Commission has launched a targeted consultation on data sovereignty and the challenges affecting EU organisations’ access to, use of and control over data.

The consultation is open to stakeholders across the data value chain and multiple economic sectors. It seeks information on barriers to accessing data in third countries, restrictions on transferring data into the EU and risks linked to third-country access to sensitive information.

The Commission is also examining localisation requirements, discriminatory rules and other dependencies that may affect European businesses and public institutions.

The initiative supports the EU Data Union Strategy, adopted in November 2025, which aims to strengthen Europe’s data sovereignty and its role in international data flows.

It is also connected to the European Tech Sovereignty Package, covering areas including semiconductors, artificial intelligence, cloud services and open-source technologies.

The consultation will remain open until 8 September 2026.
