India and Brazil sign MoU on telecommunications and ICT cooperation

India’s Minister of Communications Jyotiraditya Scindia and Brazil’s Minister of Communications Frederico de Siqueira Filho signed a memorandum of understanding on 21 August 2024 to strengthen bilateral cooperation in telecommunications and information and communications technologies (ICTs). The MoU creates a framework for exchanging information, experiences and best practices and for joint initiatives in areas such as spectrum and satellite‑orbit management, 5G, Open RAN, cybersecurity and digital public infrastructure.

India and Brazil sign MoU on telecommunications and ICT cooperation

On 21 August 2024, India’s Minister of Communications Jyotiraditya Scindia and Brazil’s Minister of Communications Frederico de Siqueira Filho signed a memorandum of understanding (MoU) to deepen bilateral cooperation in telecommunications and information and communications technologies (ICTs). The signing took place on the sidelines of the 12th BRICS Communications Ministers’ Meeting in Pune, India, which was held under India’s 2026 BRICS chairmanship.

According to a press release from the Ministry of Communications (India), the MoU ‘establishes a framework for exchanging information, experiences and best practices and exploring joint initiatives across telecommunications and ICT policy’. The framework covers: spectrum and satellite‑orbit management, optical fibre and submarine cable collaboration, 5G, 6G and Open RAN initiatives, direct‑to‑device connectivity, low‑Earth‑orbit satellite and non‑terrestrial networks, universal and meaningful connectivity, cybersecurity, digital public infrastructure, the Internet of Things, private networks, consumer protection and measures to reduce the environmental impact of ICTs. The text of the MoU has not been made publicly available.

The 12th BRICS Communications Ministers’ Meeting discussed future ICT cooperation in areas including universal and meaningful connectivity, resilient infrastructure, digital public infrastructure, artificial intelligence, future network technologies, cybersecurity and innovation.

The MoU creates a bilateral channel for regular exchange of regulatory and technical experience, which could support both countries in addressing emerging infrastructure challenges such as integration of satellite and terrestrial networks, spectrum management and the expansion of resilient connectivity.
