EU and Japan hold seventh Cyber Dialogue in Brussels

On 28 January 2026, the European Union and Japan held their seventh Cyber Dialogue in Brussels, continuing a structured exchange on cybersecurity policy and cooperation. The meeting built on outcomes from the EU-Japan Summit and related security and strategic dialogues held in 2025.

Discussions focused on the evolving cyber threat landscape and responses to malicious cyber activities. Both sides shared updates on recent cybersecurity policy and regulatory developments, including work on emerging and critical technologies, critical infrastructure resilience, incident reporting, cyber crisis management, and cyber defence. The dialogue also explored potential cooperation between the EU’s Cyber Resilience Act and Japan’s JC-STAR labelling scheme to strengthen market resilience.

The international dimension featured prominently, with exchanges on cooperation in multilateral and regional fora, including the United Nations processes on responsible state behaviour in cyberspace, as well as platforms such as the G7 and ASEAN Regional Forum. Participants also discussed cyber capacity building and assistance to partner countries, with particular attention to the Indo-Pacific region.

An expert roundtable on diplomatic responses to malicious cyber activities was held alongside the dialogue. Both sides agreed to continue using the Cyber Dialogue to deepen practical cooperation, coordinate positions internationally, and share best practices. The next EU-Japan Cyber Dialogue is scheduled to take place in Tokyo in 2027.
