New Chinese regulations governing internet information content distribution services have entered into force, creating additional responsibilities for platforms and multi-channel network companies over content moderation, complaints and violations.

China’s regulations on the management of internet information content distribution services entered into force on 1 September 2026, introducing new requirements for companies operating online information distribution platforms.

The rules apply to internet information service providers, including platforms such as social media and video streaming services. A central part of the framework concerns the management of multi-channel network (MCN) companies, which are organisations that manage or support groups of online content creators.

Platforms must establish complaint and reporting channels for MCN companies and promptly handle complaints submitted by the public. They are also required to take measures against MCNs that operate without a valid platform entry agreement.

Depending on the violation, platforms can issue warnings, restrict account functions or suspend an MCN’s ability to generate revenue. More serious violations of laws, platform rules or contractual requirements can result in account closure or blacklisting.

Platforms must also report certain enforcement actions to provincial authorities and refer suspected criminal activity to public security authorities.

The regulations therefore place greater responsibility on online platforms to monitor the organisations operating through their services, respond to complaints and take action when content networks breach legal or platform requirements.
