Paradigm Initiative has called for greater inclusion of Global South actors in international discussions on artificial intelligence governance, arguing that future frameworks should reflect a broader range of economic, social, and cultural perspectives.

The organisation presented its position during the Global Dialogue on Artificial Intelligence Governance on 19 March 2026. The statement was delivered by Thobekile Matimbe.

In its intervention, Paradigm Initiative highlighted the importance of multistakeholder participation in AI governance and pointed to its previous engagement in consultations related to the Global Digital Compact and the WSIS+20 review process.

The organisation argued that participation by civil society organisations and other non-governmental stakeholders from developing countries should be supported through adequate funding and clear engagement mechanisms. It noted that the terms of reference for the Global Dialogue and the planned Independent International Scientific Panel on Artificial Intelligence encourage support for participation from developing countries through voluntary contributions.

Paradigm Initiative also stressed the importance of involving Global South stakeholders in setting priorities for discussion, rather than limiting their role to participation in consultations after agendas have already been established.

According to the statement, future AI governance frameworks should take into account the realities, economic conditions, and cultural contexts of countries in the Global South. The organisation further called for AI governance discussions to maintain a strong focus on human rights alongside development objectives.
