The International Telecommunication Union (ITU) has approved a new technical recommendation establishing functional, networking, security, and AI-related requirements for smart school management systems. The standard provides a common framework for deploying digital technologies in educational environments while emphasising cybersecurity, operational resilience, and privacy protection.

The International Telecommunication Union (ITU) approved Recommendation ITU-T Y.4243 on 12 May 2026, with the standard subsequently published on 24 July 2026. The recommendation establishes technical requirements and capabilities for smart school management systems, providing guidance on the design, deployment, and operation of digital infrastructure used to support educational institutions.

The recommendation defines a comprehensive framework covering connected devices, communications networks, data management, artificial intelligence, digital twins, and operational management. It is intended to support the deployment of interoperable and secure smart school environments that integrate classroom technologies, environmental monitoring, security systems, and administrative services into a unified management platform.

Among its infrastructure requirements, the recommendation specifies capabilities for centralised device management, secure remote administration, over-the-air software updates, operational logging, configuration management, and standardised interfaces compatible with existing school IT systems. It also outlines emergency preparedness measures, including support for redundant communications, integration of emergency response systems, location-based emergency services, and resilient operations during power or network outages.

The networking section recommends scalable connectivity capable of supporting diverse internet of things (IoT) devices across school campuses. It includes requirements for quality-of-service mechanisms, resilient network architecture, and dedicated resources for critical applications such as examinations and emergency communications. The recommendation also encourages the use of AI-driven network orchestration, network slicing, and location-based access controls to improve operational efficiency and security.

The standard places significant emphasis on data management and analytics. It recommends scalable storage, backup and disaster recovery capabilities, real-time and batch data processing, data fusion across multiple systems, and big data analytics. Optional capabilities include blockchain-based immutable storage and federated analytics designed to facilitate collaboration between educational institutions while preserving privacy.

AI is identified as a key enabling technology for smart school management. The recommendation requires support for AI- and machine-learning-based capabilities, such as predictive analytics, natural language processing, anomaly detection, computer vision, conversational AI, and the identification of AI-generated content. It also recommends more advanced capabilities, including retrieval-augmented generation, AI agents, automated model management, cloud-edge computing, and privacy-preserving recommendation systems.

The recommendation further introduces digital twin capabilities that enable schools to create real-time virtual representations of buildings, classrooms, and facilities. These models can be used for operational monitoring, planning, predictive simulations, emergency preparedness, and collaborative facility management.

Security and privacy considerations are incorporated throughout the standard. The recommendation states that monitoring systems, including security cameras, should avoid collecting personally identifiable information (PII) wherever possible. Where personal data processing is necessary, it recommends the use of anonymisation or pseudonymization techniques and compliance with existing ITU recommendations on PII protection.
