A group of 16 Chinese science and technology organisations has released a global AI governance initiative, coordinated by the China Science and Technology Policy Research Association.

The initiative outlines principles for an international governance framework, including openness, fairness, inclusiveness, and effectiveness. It calls for cooperation to ensure that AI development supports economic and social benefits while addressing risks and promoting balanced development across countries.

According to the text, the initiative emphasises several areas, including risk prevention, international coordination, and consensus-building. It also highlights the importance of knowledge exchange and participation in global standard-setting processes.

Experts involved in the initiative noted that advances in AI are creating challenges for existing governance systems. Liang Zheng said governance frameworks are not keeping pace with technological development and pointed to differences in capabilities between countries as a factor complicating coordination.

The initiative also addresses emerging risks linked to advanced AI systems and agents. Cui Yong highlighted issues such as responsibility for automated decision-making, the use of AI in criminal activities, and concerns related to cross-border data flows and privacy.
