Albania signed the Council of Europe’s Framework Convention on Artificial Intelligence and Human Rights, Democracy and the Rule of Law on 15 June 2026.

According to the Council of Europe, Albania’s signature brings the total number of signatories to 21.

The Convention is described as the first international legally binding treaty focused on artificial intelligence. Its purpose is to ensure that the design, development and use of AI systems are consistent with human rights, democratic principles and the rule of law.

The treaty addresses one of the central policy questions around AI: how to support technological development while maintaining public safeguards. It places AI governance within a broader legal framework, rather than treating it only as a technical or commercial issue.

Signing the Convention is a step in the treaty process. In most cases, a country must also ratify a treaty before it becomes legally binding for that country under international law.

For Albania, the signature signals support for a shared European and international approach to AI governance. It also places the country among the states participating in the Council of Europe’s framework for rights-based AI regulation.
