In the first half of 2024, the Libres y Conectadas coalition – including Karisma, Artemisas, FLIP and others – played a key role in reshaping Colombia’s draft Digital Gender Violence Bill. Following public criticism of an earlier version, the coalition was invited into a technical working group convened by three members of Congress.
Through this process, civil society advocates helped draft a revised bill that centres victims’ rights and includes urgent protection orders, specialised authorities, and safeguards for freedom of expression. A parliamentary roundtable hosted by the Universidad del Rosario in Bogotá brought together legislators and experts to debate implementation challenges and ensure the bill’s compatibility with broader rights frameworks.
