ITU publishes framework for cultural data sharing systems

The International Telecommunication Union (ITU) published a new standard on 8 July 2026 setting out requirements for cultural data sharing systems.

Recommendation ITU-T F.740.15, Requirements and framework for a cultural data sharing system, was approved on 29 April 2026 by ITU-T Study Group 21.

The standard covers the sharing of digital cultural resources, such as text, images, audio and video, as well as digital cultural products including virtual exhibitions, games and augmented or virtual reality experiences.

Under the proposed framework, service providers submit identifiers and metadata to the cultural data sharing system. The original cultural data does not need to be uploaded to the system. Instead, customers receive secure download links and obtain the data directly from the provider.

The framework includes functions for user registration and authentication, data management, identifier resolution, ordering, link delivery and transaction records. It also includes requirements for access controls, encryption, secure transmission and system monitoring.

The Recommendation provides use cases involving virtual museums, digital collectables and the use of museum resources in video game production. Compliance with ITU-T Recommendations is voluntary, although systems claiming conformity must meet the mandatory requirements specified in the document.
