The Number Resource Organization Number Council has published a new status report on work to revise the RIR Governance Document.

The update follows discussions held during ICANN 85 and continues a review process that began with an NRO NC workshop in Montevideo in November 2025.

The governance document concerns the structure and accountability arrangements of the Regional Internet Registry system. The process has involved feedback collected through mailing lists, webinars, community forums, and ICANN public consultations.

According to the report, the latest version identifies unresolved issues, records decisions taken in response to community comments, and highlights areas where drafting work is still ongoing.

The process is significant because the RIR system plays a central role in managing global internet number resources, including IP address allocation policies. Changes to governance arrangements can affect how decisions are coordinated between the five Regional Internet Registries and Internet Corporation for Assigned Names and Numbers.

The NRO NC, which also functions as the Address Supporting Organization Address Council within ICANN, said further work will continue before a final draft is submitted to the RIRs and ICANN for approval and adoption.

The report does not introduce final decisions. Instead, it provides visibility into which governance questions remain under discussion as the drafting process moves forward.
