OpenAI outlines policy proposals on economic and safety impacts of advanced AI

OpenAI has published a policy document titled Industrial Policy for the Intelligence Age: Ideas to Keep People First, outlining proposals on how governments and institutions could respond to the growing impact of advanced AI.

The document examines potential risks associated with highly capable AI systems, including job displacement, misuse by malicious actors, reduced human oversight, and the concentration of economic power.

The proposals are structured around two main areas. The first focuses on the economic impact of AI. It suggests measures such as involving workers in decisions about AI deployment, expanding access to AI technologies, and exploring mechanisms to distribute economic benefits more broadly. These include the idea of a public fund linked to AI-driven growth and adapting social protection systems to respond to technological disruption.

The second area addresses safety and governance. The document proposes developing response frameworks for high-risk AI systems, improving mechanisms to verify the reliability of digital content, and strengthening independent oversight of advanced models. It also highlights the need for reporting systems for AI-related incidents and international cooperation on information sharing.
