Vietnam’s Law on Artificial Intelligence enters into force
Vietnam’s new Law on Artificial Intelligence took effect on 1 March 2026, introducing transparency obligations for AI providers and deployers, including user notification and labelling requirements for AI-generated content.
Vietnam’s Law on Artificial Intelligence entered into force on 1 March 2026, establishing a legal framework governing the deployment and use of AI systems, including provisions on user rights and transparency.
The law sets out obligations for both AI providers and deployers in relation to user interaction with AI systems. Under Article 11, AI systems that interact directly with individuals must clearly inform users that they are engaging with an automated system.
The legislation also requires that AI-generated audio, image and video content be labelled in a machine-readable format, in accordance with regulations to be specified by the Government. Deployers must notify users where AI-generated or edited content could create confusion about the authenticity of events or individuals. Simulations or imitations of real people or events must be clearly distinguishable from genuine content.
For cinematographic, artistic or creative works, labelling obligations apply in a manner that does not interfere with the display or enjoyment of the content. The law assigns responsibility to providers and deployers to ensure transparency throughout the lifecycle of AI systems, products and related content.
Further details on notification formats and labelling requirements will be determined through implementing regulations issued by the Government.
