Italy lists online platforms required to verify users’ age before accessing adult content
The list issued on 31 October 2025 identifies 48 platforms that fall under the obligation.
Italy’s communications regulator, AGCOM, has published a list of online platforms that must implement age-verification systems to prevent minors from accessing pornographic material. The measure is part of national rules introduced under the Caivano Decree and AGCOM Resolution No. 96/25/CONS, which take effect on 12 November 2025.
What the new rules do
The regulation requires adult-content websites to verify a user’s age before granting access. The aim is to restrict access by minors to explicit material. The list issued on 31 October 2025 identifies 48 platforms that fall under the obligation.
Operators that do not comply may face enforcement action from the regulator, though the exact sanctions and compliance mechanisms have not yet been widely detailed beyond the resolution itself.
Who is affected
The list includes major international adult-content platforms such as Pornhub, Xvideos, Xhamster, LiveJasmin, and OnlyFans, as well as smaller websites and live-chat platforms. In total, 48 services are named.
Broader context
Age-verification requirements are emerging across several jurisdictions as governments seek to enforce online safety rules for minors. Similar debates are taking place in European Union member states and beyond, with questions relating to privacy, effectiveness, and implementation.
Italy’s approach forms part of a wider regulatory push that includes digital-safety initiatives and child-protection policies. The Caivano Decree, adopted earlier in 2025, introduced measures targeting youth crime and online risks.
What happens next
From 12 November, platform operators included on the list are expected to have compliant age-verification systems in place. AGCOM is responsible for monitoring compliance and taking follow-up action where necessary.
The policy marks a significant step in Italy’s efforts to regulate access to adult content online and may influence similar discussions in other European jurisdictions.
