UN Secretary-General António Guterres addressed the first meeting of the Independent International Scientific Panel on Artificial Intelligence, a new body established by the UN General Assembly to provide scientific guidance on the global governance of artificial intelligence.

The panel brings together experts from different regions and disciplines to analyse the societal, economic and security impacts of AI. Members serve in their personal capacity and are expected to deliver independent scientific assessments that can inform international policy discussions.

The initiative follows recommendations from the UN High-Level Advisory Body on AI and will contribute to the upcoming Global Dialogue on AI Governance, a new UN process aimed at coordinating international approaches to AI regulation and cooperation.

According to Guterres, the panel’s role is to help policymakers move from competing narratives about AI toward shared scientific evidence and practical governance solutions. Its first report is expected to serve as a reference point for future global discussions on AI safety, innovation and human rights.
