The Number Resource Organization Number Council reviews community feedback on RIR governance

The Number Resource Organization Number Council (NRO NC) has completed its qualitative review of feedback received on the draft Governance Document for the Recognition, Maintenance, and Derecognition of Regional Internet Registries. The summary report marks the conclusion of the consultation phase and outlines how community input will inform the next revision of the document.

The consultation ran from 14 April to 27 May 2025 and gathered feedback through multiple channels, including the five Regional Internet Registry mailing lists, webinars and online sessions, meetings held during RIR events, engagement with ICANN communities, and the ICANN Public Comment process, which ran in parallel. According to the NRO NC, this approach was intended to ensure broad and inclusive participation across the internet governance ecosystem.

The published summary provides an overview of the issues raised and themes identified during the consultation. It explicitly does not assess the merits of individual comments or reflect the NRO NC’s positions on the substance of the feedback. Instead, it serves as a transparency measure, documenting the range of views expressed and setting the stage for revisions to the draft governance document.

For civil society, the process is relevant because the RIR Governance Document defines how Regional Internet Registries are recognised and held accountable. These registries play a critical role in managing IP address resources, which underpin access to the internet. Governance arrangements therefore have indirect but significant implications for equity, transparency, and participation in internet infrastructure decision-making.

The NRO NC has indicated that a follow-up report will be published to explain how the community feedback influenced changes to the draft document. This next step will be important for stakeholders seeking to understand whether and how concerns raised during the consultation are reflected in the revised text.
