The Global Network Initiative condemns nationwide internet shutdown in Tanzania during 2025 elections
The Global Network Initiative has raised alarm over Tanzania’s election-period internet blackout, urging authorities to restore full connectivity and warning of the far-reaching human rights and economic consequences of network disruptions.
The Global Network Initiative (GNI) has issued a strong statement criticising the nationwide internet shutdown that occurred in Tanzania during the country’s general elections in late October 2025. The organisation is calling on the Government of Tanzania to immediately restore and safeguard full connectivity, arguing that access to information is essential during democratic processes.
According to GNI, major platforms including X, WhatsApp and Instagram became inaccessible on the morning of 29 October, effectively creating a nationwide digital blackout at a moment when transparency, reporting and communication were most needed. The shutdown follows earlier disruptions. In August 2024, access to Twitter was blocked for nearly a day by several internet service providers with no official explanation, coinciding with a campaign highlighting serious allegations of violence and disappearances.
The organisation notes that Tanzania’s actions are part of a broader regional trend. internet shutdowns across Africa have doubled over the past decade, with recent disruptions reported in Mozambique and Mauritius. GNI reiterated that such measures carry significant human rights, safety and economic implications.
GNI has called on Tanzanian authorities to reinstate access to social media platforms and communication services without delay. It further urged the government to ensure that any future restrictions comply with international human rights standards, are independently overseen, and remain strictly necessary, proportionate and time-bound.
