The Council of Europe opens public consultation on AI and freedom of expression

The Council of Europe has launched a public consultation on the draft Guidance Note on the Implications of Generative Artificial Intelligence for Freedom of Expression. The consultation is open from 1 July to 12 August 2025.

The draft text, developed by the Committee of Experts on Generative AI and Freedom of Expression (MSI-AI), examines both the benefits and risks that generative AI poses to the right to freedom of expression. It aims to provide non-binding guidance for member states to address these challenges while promoting an open and rights-respecting online environment.

The final version will be submitted for adoption to the Steering Committee on Media and Information Society (CDMSI) by the end of 2025. Stakeholders are invited to submit written comments to inform the final text.
