European Commission seeks views on technology and copyright challenges
The European Commission has launched a targeted consultation on how technological and market developments, including artificial intelligence, are affecting copyright protection. Stakeholders can submit feedback until 3 November 2026.
The European Commission is seeking stakeholder views on whether the EU’s copyright framework needs additional measures to address technological and market developments.
The targeted consultation focuses on four areas: the use of copyright-protected content in artificial intelligence, online piracy of content such as live events, the application of the single equitable remuneration right for music performers and producers, and copyright related to scientific research.
The Commission said the EU already has a robust copyright framework, but emerging technologies and changes in creative markets have raised questions about whether it should be reinforced.
The consultation follows a call for evidence conducted earlier in 2026, as well as findings from previous studies and assessments.
Feedback is open to a broad range of stakeholders, including rights holders, generative AI providers and other actors in the AI value chain, intermediaries, collective management organisations, sports and live-event organisers, research organisations, national authorities, consumer groups, and NGOs.
The consultation is open until 3 November 2026.
