The European Commission has presented the ProtectEU agenda, a new framework aimed at improving the EU’s ability to respond to evolving terrorism threats, including those linked to digital technologies.

The European Commission has introduced the ProtectEU counterterrorism agenda, a policy framework designed to strengthen the European Union’s capacity to anticipate and respond to emerging security threats.

According to the Commission, the initiative focuses on improving preparedness, strengthening cooperation between authorities, and enhancing the protection of citizens, public spaces and businesses across the EU. The agenda also includes investments to secure critical infrastructure and public environments.

Officials warn that technological developments are reshaping the threat landscape. Terrorist networks increasingly rely on digital platforms, including social media and encrypted communication services, to disseminate propaganda, recruit supporters and raise funds. Artificial intelligence and other digital tools are also seen as potential enablers of new forms of extremist activity.

Authorities have also highlighted emerging risks linked to the misuse of drones, crypto-assets and 3D-printed weapons. At the same time, online radicalisation of minors has become a growing concern, prompting calls for stronger prevention measures.

The ProtectEU agenda proposes expanding intelligence analysis capabilities and strengthening the role of Europol, including greater use of open-source intelligence to identify and monitor potential threats. Additional research funding will examine the security implications of new technologies.

Online safety measures are another central component of the strategy. The Commission plans to intensify cooperation with digital platforms to accelerate the removal of extremist content and reinforce the implementation of the Digital Services Act. A new EU Online Crisis Response Framework is also proposed to improve coordination between public authorities and technology companies during major security incidents.

Beyond the digital sphere, the agenda includes investments to secure public spaces and critical infrastructure, alongside measures to improve monitoring of individuals suspected of involvement in terrorist activities.

The strategy also emphasises stronger action against terrorist financing, including improved monitoring of financial flows involving cryptocurrencies. Cooperation with international partners, particularly in the Western Balkans and the Mediterranean, is expected to strengthen cross-border counterterrorism efforts.
