EU invites stakeholder input to define rules for general-purpose AI models

The European Commission has launched a targeted consultation to gather stakeholder input on the regulation of general-purpose AI (GPAI) models under the EU’s Artificial Intelligence Act (AI Act). The consultation aims to clarify key concepts and ensure the practical applicability of the AI Act’s provisions related to GPAI models.
Clarifying Key Concepts
The forthcoming guidelines will provide detailed explanations on several critical aspects, including:
- Defining general-purpose AI models: Clarifying what constitutes a GPAI model.
- Identification of providers: Determining which entities are considered providers in various operational scenarios.
- Market placement actions: Outlining actions that qualify as placing a GPAI model on the market.
The guidelines will also describe how the AI Office will support stakeholders in achieving compliance and how adherence to an approved Code of Practice may reduce administrative burdens and serve as a benchmark for regulatory compliance.

Non-binding guidelines

Both the finalised guidelines and the Code of Practice are anticipated to be published ahead of August 2025, coinciding with the AI Act’s provisions on GPAI models becoming applicable. Furthermore, the Commission plans to initiate a separate consultation focusing on the classification of AI systems as high-risk, continuing its efforts to support stakeholders in implementing the AI Act effectively.
