EU and Costa Rica sign satellite connectivity agreement

The European Union and Costa Rica have taken a step toward stronger digital cooperation with the signing of a Memorandum of Understanding (MoU) on satellite connectivity. The agreement was concluded on 24 March 2025 in Brussels between Costa Rica’s Ministry of Science, Innovation, Technology and Telecommunications (MICITT) and the European satellite operator Hispasat, in the presence of European Commissioner for International Partnerships Jozef Síkela.

The MoU is part of the Condosat initiative, a regional project designed to develop shared satellite infrastructure for Latin America. The goal is to provide high-speed and reliable communications, including in remote areas where connectivity remains limited. According to the European Commission, the arrangement will also help Costa Rica strengthen its digital capacities while maintaining sovereignty over its connectivity.

The agreement is framed under the EU’s Global Gateway Investment Agenda and the EU–LAC Digital Alliance, which seek to enhance digital partnerships between Europe and Latin America. Commissioner Síkela said the partnership would create opportunities for European companies while supporting improved connectivity for Costa Rican communities.

Next steps will include technical discussions to define the scope, financing, and implementation of the project. The initiative follows a similar agreement signed in February 2025 between Hispasat and the Caribbean Telecommunications Union, underlining the EU’s broader strategy of supporting digital infrastructure in Latin America and the Caribbean.
