The European Commission has presented its AI Continent Action Plan, outlining how the EU intends to strengthen its position in the global development and use of artificial intelligence.

The plan responds to a gap between Europe’s regulatory leadership and its slower uptake of AI in practice. While the EU has established rules through the EU Artificial Intelligence Act, the use of AI across industry and public services remains uneven.

Rather than introducing new legislation, the strategy focuses on implementation. It brings together measures across five areas, including computing infrastructure, access to data, adoption in key sectors, skills development, and enforcement of existing rules.

One of the central issues is data. AI systems need large amounts of high-quality data to function effectively. The plan highlights the challenge of fragmented data across countries and sectors in Europe, which can limit the ability of organisations to develop and scale AI applications.

To address this, the Commission links the plan to broader EU data policies aimed at improving interoperability and enabling cross-border data use, while maintaining requirements on transparency and accountability.

The approach reflects a shift in focus. Instead of concentrating primarily on regulation, the plan emphasises operational capacity, meaning whether organisations have the tools, data, and skills to actually use AI in practice.

In this sense, the strategy frames AI development as a combination of technical infrastructure, access to resources, and institutional readiness, rather than as a standalone policy area.
