On 21 November 2024, Karisma held a satellite session alongside Colombia IGF 2024 in Bogotá to explore internet outages and service restrictions across Latin America. Drawing on recent disruptions in Colombia, Brazil, Venezuela and Nicaragua, around 30 participants reviewed patterns of restriction and discussed emerging accountability strategies.
Speakers presented findings from a regional case study on infrastructure governance and examined how shutdowns affect rights like access to information and freedom of expression. The group proposed developing a cross-country incident tracker, improving digital resilience, and supporting legal reform to address unjustified connectivity restrictions.
