Colombia IGF 2024
Karisma moderated a session on ‘Human Rights in the Digital Age’ as part of Day 2 of the Colombia IGF 2024 (21-22 November 2024). The panel addressed key human rights concerns in the digital era, including the need to reduce the digital divide and enhance the protection of human rights online. The internet has transformed how individuals interact, share data, and navigate digital spaces – often blurring the lines between public, private, regional, and global domains. This complexity raises challenges in ensuring effective control, prevention, care, and protection of rights in digital environments. On 21 November 2024, Karisma also held a satellite session alongside Colombia IGF 2024 in Bogotá to explore internet outages and service restrictions across Latin America. The session focused on identifying patterns of service disruption and equipping affected users and civil society actors with tools to monitor, record, and seek accountability for such incidents. Drawing from recent experiences in countries such as Colombia, Brazil, Venezuela, and Nicaragua, the event explored the causes and consequences of internet shutdowns, partial outages, and connectivity failures. Participants discussed their impact on rights such as access to information and freedom of expression, and the broader implications for internet governance in the region.
