On 21 November 2024, Karisma held a satellite session alongside Colombia IGF 2024 in Bogotá to explore internet outages and service restrictions across Latin America. The session focused on identifying patterns of service disruption and equipping affected users and civil society actors with tools to monitor, record, and seek accountability for such incidents. Drawing from recent experiences in countries such as Colombia, Brazil, Venezuela, and Nicaragua, the event explored the causes and consequences of internet shutdowns, partial outages, and connectivity failures. Participants discussed their impact on rights such as access to information and freedom of expression, and the broader implications for internet governance in the region.
