LACNIC and REGULATEL agree to deepen cooperation on internet development
LACNIC and REGULATEL have signed a memorandum of understanding to coordinate initiatives on internet governance, connectivity and digital inclusion across Latin America and the Caribbean. The agreement also covers IPv6 adoption, internet exchange points and capacity building.
The Latin American and Caribbean Internet Addresses Registry (LACNIC) and the Latin American Forum of Telecommunications Regulators (REGULATEL) have formalised a cooperation agreement aimed at strengthening regional internet development and governance.
Announced on 14 October 2026 during a meeting in Montevideo, Uruguay, the memorandum of understanding establishes a framework for exchanging knowledge, information and experience between the two organisations. The announcement was attended by LACNIC CEO Ernesto Majó and REGULATEL Acting President Desirée Logroño.
The agreement identifies several areas for joint work, including expanding connectivity, narrowing the digital divide and strengthening internet governance. It also highlights the adoption of IPv6, the internet protocol that supports the allocation of IP addresses, and the development of internet exchange points (IXPs), which allow networks to exchange traffic directly.
The memorandum also provides for institutional and academic cooperation, shared initiatives and capacity-building activities in REGULATEL member countries. These efforts may include participation in the forum’s working groups.
REGULATEL brings together telecommunications regulators and authorities from Latin America, Spain, Portugal and Italy. LACNIC manages the allocation of internet number resources across Latin America and the Caribbean through regional, open and consensus-based policy processes.
The agreement creates a framework for the organisations to coordinate their work on shared priorities, combining regulatory cooperation with technical expertise in internet infrastructure.
