Bill Gates calls for new governance frameworks for the AI era

Bill Gates has argued that governments need to develop new governance frameworks to manage the economic, social and security changes brought by artificial intelligence. In a new essay, Gates said existing institutions may not be prepared for the speed and scale of AI-driven change.

He identified three major areas of concern: the potential for long-term job displacement, the use of AI by malicious actors, and its possible effects on children and human relationships. Gates argued that increasingly capable AI systems and robotics could reduce the need for human labour in both white-collar and physical occupations.

He also highlighted risks related to cybersecurity, fraud, disinformation, deepfakes and surveillance. According to Gates, AI could lower the level of resources and technical expertise needed to carry out cyberattacks, potentially increasing risks to critical services and infrastructure.

At the same time, Gates stressed that AI should not be viewed only through the lens of risk. He pointed to its potential applications in areas such as healthcare, agriculture, education and public services, while noting that access to these benefits may not be distributed equally without government action.

Gates argued that AI could affect multiple policy areas simultaneously, including employment, taxation, education, energy, elections, public health, financial systems and infrastructure. He therefore called for new institutions and governance approaches capable of addressing these interconnected effects rather than relying solely on separate, sector-specific frameworks.
