EU launches partnership mission to strengthen Armenia’s resilience against hybrid threats
The European Union has launched a new civilian mission in Armenia to help strengthen the country’s resilience against hybrid threats. The initiative will provide strategic advice, technical expertise and capacity building in areas including cybersecurity, disinformation and illicit financial flows.
The Council of the European Union has launched the EU Partnership Mission in Armenia (EUPM Armenia) under the Common Security and Defence Policy (CSDP). The advisory civilian mission will support Armenian authorities in addressing hybrid threats and strengthening the country’s ability to respond to evolving security challenges.
Established at Armenia’s request, the mission will provide strategic advice, technical expertise and institutional capacity building in areas such as cybersecurity, foreign information manipulation and interference (FIMI), and illicit financial flows. It will also establish a project cell to implement targeted activities in cooperation with international partners. The mission is non-executive and will not participate in Armenia’s decision-making processes.
EUPM Armenia has an initial mandate of two years and will mainly consist of experts seconded by EU member states. It forms part of the broader EU-Armenia Strategic Agenda adopted in 2025, which expanded cooperation on security and defence. Cosmin George Dinescu, formerly head of the EU Partnership Mission in Moldova, has been appointed Head of Mission.
