The fourth meeting of the General-Purpose AI (GPAI) Code of Practice Signatory Taskforce took place on 17 July 2026, focusing on the Safety and Security and Copyright chapters of the voluntary framework. The meeting provided an opportunity for signatories and the EU AI Office to discuss implementation of specific measures and ongoing initiatives related to general-purpose AI models.
During discussions on safety and security, the EU AI Office presented how analysing model usage after deployment can support post-market monitoring and contribute to systemic risk assessments. Information on how models are used and how they behave in real-world applications can complement pre-deployment evaluations and help providers assess potential risks.
Participants also discussed the role of “marginal-risk” clauses in safety and security frameworks, which address situations where providers may consider advancing model capabilities in response to competitors deploying potentially unsafe systems. The AI Office emphasised that such clauses should only be used in exceptional circumstances and with appropriate safeguards.
The meeting also addressed copyright-related obligations under the GPAI Code of Practice. The AI Office reviewed Measure 1.3, which requires signatories to take steps enabling rights holders to obtain information about web crawlers used for training purposes and their compliance with robots.txt instructions. Providers are also expected to disclose other measures used to identify and respect copyright reservations during data collection and ensure that this information is publicly available.
The meeting concluded with an overview of current GPAI Code of Practice initiatives and discussions on the organisation of future taskforce meetings.
