INSTAR: Inputs for Standardisation Framework
February 2026
Author: INSTAR
Executive Summary
The aim of the high-level standardisation framework is to offer a comprehensive overview of the process and approach that will be taken to effectively match common standardisation efforts across the EU and INSTAR’s partner countries. This, in-turn should ensure clarity and transparency as we contribute to shaping the future landscape of standardisation in Europe and beyond. It serves as an initial general account to collect information in these areas through literature reviews, discussions with EU liaison officers, delegates to the EU, and the individual expertise of our consortium technology experts. On this basis, the framework will identify areas deemed most relevant to the EU and our respective partner countries but will be altered in the course of the project in light of possible developments in our outreach activities.
In line with the methodology defined in this framework, INSTAR will draw from the existing EU agenda on standardisation and, particularly, the 2024 annual Union work programme for European standardisation1 to shape its strategy and determine key actions to be taken within the project’s workstreams and target countries. The work programme will be used as the main tool for determining the criteria for prioritising standards across technology areas and the activities planned by INSTAR to contribute towards those.
In addition to explaining the proposed methodology, the framework highlights the state of the art in standardisation across INSTAR’s technology workstreams, presents the identified priorities per technology workstream and country and defines the preliminary metrics for measuring the project’s success.
