Indonesia has introduced a new regulation requiring digital platforms to prevent children under the age of 16 from creating accounts on services classified as high risk.

Indonesia’s Ministry of Communication and Digital Affairs has adopted Ministerial Regulation No. 9, introducing restrictions on minors’ access to certain digital platforms.

Issued on 6 March 2026, the regulation prohibits children under 16 from opening accounts on high-risk platforms. The measure was adopted under Government Regulation No. 17 of 2025, which sets out rules for the governance of electronic systems aimed at protecting children online.

The policy seeks to reduce risks associated with the digital environment, including exposure to pornography, cyberbullying, online fraud, and excessive use of digital services.

Under the regulation, platform operators are responsible for enforcing the age restriction and must implement technical mechanisms to prevent underage users from registering or accessing high-risk services.

The implementation of the new rules will begin in phases starting 28 March 2026, as authorities and digital platforms adjust their systems to comply with the requirements.
