AI governance takes center stage as BRICS ministers sign new declaration

On 29 April 2025, BRICS Foreign Ministers signed a declaration on AI governance during their meeting in Rio de Janeiro. The declaration emphasises that AI systems should be developed and deployed in line with national regulatory frameworks and international principles, particularly under the UN Charter and with respect for national sovereignty and security. The ministers called for strengthening international AI governance through a fully inclusive and representative framework led by the UN, prioritising transparency, ethical standards, data protection, and equitable development outcomes, especially to address digital and data inequalities between and within countries.

AI was acknowledged as a force reshaping labour relations, offering both opportunities and risks, such as job displacement and inequality. The BRICS countries committed to policies that ensure a just transition by investing in digital skills, professional reskilling, and the protection of workers’ rights. Ministers underlined the importance of embracing AI while preserving human dignity, reducing digital asymmetries among member states, and supporting vulnerable groups most affected by automation.

AI was identified as key to strategic sectors, and the BRICS Social Protection Observatory was launched to coordinate policy responses. Brazil, as host, highlighted the need for global action to regulate AI and uphold labour rights. India’s delegation emphasised AI’s strategic value for economic development and global workforce readiness, outlining national efforts to train youth and integrate AI in sectors like healthcare and agriculture.

The declaration draws attention to the importance of open-source development, international scientific and technological cooperation, and capacity development in developing countries, aiming to ensure that AI promotes socioeconomic development and inclusive growth for all societies
