On 22 July 2025, the European Commission initiated a public consultation and call for evidence to support the development of the EU Action Plan against cyberbullying, scheduled for release in early 2026. The initiative aims to address the growing threat of online harassment, particularly among children and young people, and reflects the Commission’s broader efforts to strengthen online safety.

Executive Vice-President for Tech Sovereignty, Security and Democracy, Virkkunen, emphasised the urgency of tackling cyberbullying, noting its potential to harm young people’s well-being through constant digital exposure. Commissioner Micallef, responsible for Intergenerational Fairness, Youth, Culture and Sport, echoed the commitment to creating safer online environments, stating that cyberbullying undermines the inclusive and empowering role the internet should play.

According to recent data, approximately one in six adolescents in the EU report experiencing cyberbullying, and one in eight admit to engaging in it. The forthcoming Action Plan will focus on protecting minors, while also addressing issues such as gender-based harassment and the increased vulnerability of young people up to the age of 29.

The initiative builds on existing measures, including the Digital Services Act’s guidelines on the protection of minors, enforcement mechanisms, and proposals for age-verification solutions. The consultation, open until 29 September 2025, will include a child-friendly version via the EU Children’s Participation Platform to ensure inclusive input in shaping the policy.
